The week-long winter session of the Himachal Pradesh legislative assembly will be held at Dharamsala from Dec 14, a minister said here Thursday. Governor Prabha Rau has recommended convening of the winter session of the assembly from Dec 14 to 21 at Dharamsala, Minister for Parliamentary Affairs J.P. Nadda told IANS. The last session of the assembly in August was stormy in which various issues ranging from the appointment of chief parliamentary secretaries to the registration of corruption cases again  

Polling began in the two assembly constituencies of Rohru and Jawali in Himachal Pradesh Saturday, officials said. Voters in both the constituencies - Rohru in Shimla district and Jawali in Kangra district - were seen standing in queues outside the polling stations even before voting started at 8 a.m. 'The polling process has started peacefully and well in time at all the polling booths. It will continue till 5 p.m.,' state chief electoral officer Anil Khachi told IANS.

The hills of Himachal Pradesh have again warmed up to election fever -- this time for the Nov.7 by-elections, with both the ruling Bharatiya Janata Party (BJP) and Congress kicking off their poll campaigns. The by-elections will be held for the Rohru and Jawali constituencies. The Congress has pitted Manjit Singh Thakur and former minister Sujan Singh Pathania from Rohru and Jawali, respectively, against BJP's Khushi Ram Balnatah and Baldev Raj Chaudhary.

The two major political parties in Himachal Pradesh, the Congress and the Bharatiya Janata Party (BJP), Wednesday did not name their candidates even as nominations opened for the by-elections to two assembly constituencies. Rohru and Jawali constituencies fell vacant after the respective legislators from there – Virbhadra Singh and Rajan Sushant – contested and won the Lok Sabha elections in May. Though congress is yet to officially announce its candidates for Rohru and Jwali, the two seats that go to polls a month later, however, reports have surfaced that Pratibha Singh, former MP and wife of union steel minister Virbhadra Singh is all ready to file papers next week. Sensing the silent opposition brewing within Rohru unit of the party, Vikarmaditya Singh, son of Pratibha Singh is already out camping in the constituency and begun a three day tour of the remote region of Dodra-Kwar. The two main political parties in the state - the ruling Bharatiya Janata Party (BJP) and the opposition Congress - have started wooing the electorates of the Rohru and Jawali (Fatehgarh post delimitation) constituencies. Rohru and Jawali were vacated by former Congress chief minister Virbhadra Singh and BJP's Rajan Sushant, respectively, upon their entry into the Lok Sabha in the May general elections.

Shimla, Sep 22 (IANS) Steel Minister Virbhadra Singh Tuesday sent a legal notice to Himachal Pradesh Director General of Police (Vigilance) D.S. Manhas, asking him why he has given publicity to cases against him and his wife though it is still at the investigation stage. The cases against Singh and his wife Pratibha Singh were registered by the vigilance bureau Aug 3 following a complaint of misuse of the official position and criminal misconduct when he was chief minister in 1989. In a bid to garner support ahead of Rohroo and Jwali bypolls, CM PK Dhumal and his arch rival and Union Minister VB Singh are on a whirlwind tour of the constituencies. Rohroo seat was vacated by VB Singh after he was elected to theLok sabha, while the Jwali seat fell vacant following the election of BJP MLA Rajan Sushant to the LS. Stakes are high for VB Singh as his wife, Pratibha Singh, a former MP, was likely to be a Congress candidate.

Himachal High Court on Monday issued notice to the State Government on a petition filed by Union Steel Minister Virbhadra Singh and his wife Pratibha Singh for quashing the FIR registered against them in audio CD case. The Minister in his petition urged that the investigations in the case be done the CBI. However, the court declined to stay the proceedings and directed the respondents to file the reply by November 3.
